Program Objective
To provide supplemental emergency mental health counseling to individuals affected by major disasters, including the training of workers to provide such counseling.
Eligibility
Eligible Applicants
- U.S. State Government
- U.S. Territory Government
- Federally Recognized Tribal Government
- Nonprofit Organization
Applicants may be State or local nonprofit agencies as recommended by the State Governor and accepted by the Secretary.

- Resident/Citizen of U.S. Territory
- Other
Individuals who were victims of major disasters.
How to Apply
Award Procedure
Applications are reviewed by an objective review committee and recommended for approval or disapproval. Final determination for an award is made by Federal Emergency Management Agency.
Decision Timeline
- Approval: From 30 to 60 days

Description
The purpose of this program is to provide mental and substance use disorder treatment, crisis counseling, other related supports to adults impacted by major disasters or emergencies. SAMHSA recognizes the impact natural disasters can have and is providing funding to mitigate this impact.

Use of Funds
Allowed Uses
Provides funds for staff, travel, consultants and other expenses incident to the provision of mental health counseling to and referral of individuals in a disaster area. Funds may not be used for long-term treatment.
