Program Objective

The purpose of this program is to strengthen harm reduction programs in order to prevent infectious disease resulting from injection drug use, and improving health outcomes for people who inject drugs; including strengthening linkage to medication-assisted treatment. It is comprised of three components: technical assistance, communications and monitoring and evaluation.

How to Apply

Award Procedure

After review and approval, a Notice of Award (NoA) will be prepared and processed, along with appropriate notification to the public. Initial awards provide funds for the first budget period (usually 12 months) and the NoA will indicate support recommended for the remainder of the project period, allocation of Federal funds by budget categories, award requirements, and special conditions, if any.

Description

Funds may be used for costs associated with strengthening the capacity and improving performance of harm reduction programs throughout the United States; particularly costs associated with conducting media analysis and developing media content to address implementation barriers, increasing the understanding of benefits of these programs and the implementation of monitoring and evaluation of syringe services programs. Recipients may not generally use funding for the purchase of furniture or equipment. Any such proposed spending must be identified in the budget. The recipient must perform a substantial role in carrying out the project objectives and not merely serve as a conduit for an award in another party or provider who is eligible.

Allowed Uses

The purpose of this program is to increase the capacity of government and non-government organizations to strengthen harm reduction programs, including Syringe Services Programs (SSPs). Activities by the cooperative agreement program include technical assistance, communication, and monitoring and evaluation of harm reduction programs. These activities will facilitate and sustain efforts to effectively and efficiently address the infectious disease consequences of opioid use and injection drug use.
