State Electronic Data Collection (SEDC) Program Grant
Program Objective
The objective of this program is to support States to upgrade and standardize state motor vehicle crash data systems to enable the transfer of state crash date to NHTSA electronically, which includes enabling electronic data collection, intrastate data sharing, and electronic data transfer to NHTSA to increase the accuracy, timeliness, and accessibility of the data, including data relating to fatalities involving vulnerable road users.

How to Apply
Award Procedure
NHTSA will award a grant to applicants whose plan demonstrates that it can meet the objective of the program: to submit electronic motor vehicle crash date to NHTSA no later than 5 years after an award.
Decision Timeline
- Approval: From 90 to 120 days
Generally, 2 to 4 months (60 to 120 days) after application submittal.

Use of Funds
Allowed Uses
A State may only use the funds provided under this grant for the costs of 1) equipment to upgrade a statewide crash data repository; 2) adoption of electronic crash reporting by law enforcement agencies; and 3) increasing alignment of State crash data with the latest Model Minimum Uniform Crash Criteria (MMUCC).
Required Documentation
Applicants must: Register with the System Award for Management (SAM) at www.sam.gov; Create a Grants.gov username and password; Eligible activities and allowable costs will be determined in accordance with the Infrastructure Investment and Jobs Act. 2 CFR 200, Subpart E - Cost Principles applies to this program.
Matching Requirements
The Federal share of a SEDC grant may not exceed eighty (80) percent of total eligible activity costs. Recipients are required to contribute a non-Federal matching share of no less than twenty (20) percent of eligible activity costs. See P.L. 117-58, Section 24108(d)(3)(D). To the extent permitted, NHTSA will accept in-kind matching as non-Federal contribution.
U.S. insular areas may not have to match funding or NHTSA may waive the match requirement depending on the amount of the Award.
