Program Objective
The NDR maintains the computerized database known as the Problem Driver Pointer System (PDPS) which contains information on individuals whose privilege to operate a motor vehicle has been revoked, suspended, canceled, or denied or who have been convicted of serious traffic-related offenses. The purpose of the NDR is to assist chief driver licensing officials of participating States in exchanging information about the motor vehicle driving records of individuals. NHTSA is authorized by statute to enter into an agreement with an organization that represents the interests of the states to provide services to States to manage, administer, and operate the NDR’s IT system and user assistance functions.

Award Procedure
NHTSA evaluates applications and selects the awardee in accordance with the NOFO stated criteria(s).
Decision Timeline
- Approval: From 90 to 120 days
One to three months (60 to 120 days) after application submittal.

Description

Allowed Uses
The purpose of this Cooperative Agreement is to assist AAMVA with providing a help desk for its member jurisdictions (covering all 50 states and DC) that use the Problem Driver Pointer System (PDPS) system. The AAMVA help desk serves as a focal point for the identification of system problems and assists the jurisdictions, individually and collectively, in resolving problems related to PDPS operation. The AAMVA help desk also performs testing of application changes to ensure systems continue to provide the information jurisdictions require daily. In addition, the AAMVA help desk provides PDPS related training and documentation to its members. The help desk personnel will be primarily AAMVA employees that will perform activities such as reporting and monitoring problems, providing procedural information, monitoring system availability, producing documentation, and testing system changes.
Restrictions
Funds are restricted to activities that directly support the exchange of driver record information under 49 U.S.C. § 30302. Recipients must comply with all NHTSA data security and privacy protocols for the PDPS database.
