Program Objective

The objective is to support States in developing a methodology for determining open recalls on motor vehicles, informing owners and lessees of the open recalls at the time of registration, and evaluating through the analysis of completed recalls the performance of the notification program.

Award Procedure

NHTSA will award a grant to applicants whose plan demonstrates that it can meet the objective of the program: to develop a methodology for determining open recalls on motor vehicles, informing owners and lessees of the open recalls at the time of registration, and evaluating through the analysis of completed recalls the performance of the notification program.

Decision Timeline

  • Approval: From 90 to 120 days

Generally, 2 to 4 months (60 to 120 days) after application submittal.

Description

The State Process for Informing Consumers of Recalls program provides grants to States to integrate open safety recall notifications into the motor vehicle registration process. By supporting the development of technical methodologies to identify unremedied recalls using Vehicle Identification Numbers (VINs), the program ensures that owners and lessees are informed of critical safety risks at key state touchpoints. Funding also supports the rigorous evaluation of these notification systems to determine their impact on increasing recall completion rates. Ultimately, this initiative bridges the communication gap between manufacturers and vehicle owners, leveraging state registration systems to reduce the number of unsafe vehicles on the road.

Use of Funds

Allowed Uses

Recipients can only use grant funds for the development of a process to notify owners or lessees of a motor vehicle presented for registration in the State of any open recall on that motor vehicle; and to provide to owners or lessees of a motor vehicle presented for registration, at no cost—the open recall information for the motor vehicle; and conduct an analysis of the program.

Restrictions

Funds are restricted to the development, implementation, and analysis of motor vehicle recall notification processes. Assistance must be provided to consumers at no cost.
