Program goal(s) description: Increase staff capacity, promote integration of PREA Standards, and achieve and maintain compliance with PREA Standards.

Program objective(s) description: Develop and revise agency policies and procedures to fully incorporate the PREA Standards; Create and implement comprehensive training programs for staff, inmates, residents, and detainees on the prevention of and response to sexual abuse and harassment; Implement strategies and initiatives to establish a "zero tolerance" culture for sexual abuse within all confinement facilities; Identify and implement strategies to address specific PREA Standards and address any deficiencies identified during the audits by undergoing and completing the required corrective actions; Contract with or secure the services of one or more DOJ-certified PREA auditors to schedule and complete audits for each covered facility within the 3-year audit cycle; and Implement a system for collecting and reviewing data related to sexual victimization to support compliance efforts.

Award Procedure
All final award decisions will be made by the Assistant Attorney General, unless a statute explicitly authorizes award decisions by another official or there is written delegation of authority to another official. For successful applicants, JustGrants will send a system-generated email to the Application Submitter, Authorized Representative, and Entity Administrator with information on accessing their official award package in JustGrants. The award package will include key information (such as funding amount and period of performance) as well as award conditions that must be followed. The Authorized Representative for the entity should accept or decline the award within 45 days of the notification.

- Approval: From 120 to 180 days
The review procedure for applications is specified in the notice of funding opportunity (NOFO) and generally includes eligibility and responsiveness, merit, programmatic, budget, and risk reviews.

Description
This program assists state, local, and tribal correctional agencies and facilities to prevent, detect, and respond to sexual abuse and sexual harassment and implement and achieve compliance with the National Prison Rape Elimination Act (PREA) Standards.

Matching Requirements
Federal funds awarded under this program may not cover more than 50 percent of the total costs of the project. Applicants must identify the source of the 50 percent non-federal portion of the total project costs and how they will use match funds. If a successful applicant’s proposed match exceeds the required match amount, and OJP approves the budget, the total match amount incorporated into the approved budget becomes mandatory and subject to audit. (Match is restricted to the same uses of funds as allowed for the federal funds.) Applicants may satisfy this match requirement with cash, in-kind, or a combination of both.
