FY2022 Fiscal Year 2022: NFA trained 76,414 fire and emergency medical services personnel through NFA-sponsored 2-, 6-, and 10-day on- and off-campus courses, State-sponsored 2-, 6-, 10-day courses, and NFA Online distance learning courses. Financial assistance/stipends were paid to 2,264 students attending 261 resident 6- and 10-day course offerings at the NETC campus. During FY 22, in an effort to support the nation’s fire and emergency medical services personnel, NFA continued with increased numbers of off-campus and virtual deliveries to support organizations still ramping up after the COVID-19 pandemic.

Program Objective

To provide travel stipends (up to 75 percent of the expense of attendance) to fire service, emergency medical services, and emergency managers attending National Fire Academy (NFA) courses at the National Emergency Training Center (NETC) in Emmitsburg, Maryland. This assistance is provided by Public Law 93-498, Federal Fire Prevention and Control Act of 1974. NFA curricula and programs are designed to support State and local response agencies to prevent, mitigate, prepare for, and respond to local, regional and national emergencies. Cost sharing for student attendance at NETC supports Goal 5 of the DHS Strategic Plan for Fiscal Years (FY) 20-24, Strengthen Preparedness and Resilience; and Goal 3 of the FEMA Strategic Plan for FY 2022-2026, Promote and Sustain a Ready FEMA and Prepared Nation.

NFA has a performance measure in place to measure the percentage of supervisors of students trained who believe their staff are better prepared as a result of NFA training. For FY 2022, 93.3% of supervisors reported their staff was better prepared for natural and man-made emergencies.

Any student who is a member of a fire department or has significant responsibility for fire prevention and control and has been accepted into an eligible course at NFA may apply for stipend reimbursement. Federal or private industry employees or foreign students may be accepted into NFA courses but are not eligible for stipend reimbursement.

How to Apply

Application Procedure

This program is excluded from coverage under 2 C.F.R. Part-200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards.
Application is made to the National Emergency Training Center Admission's Office using the General Admissions Application (FEMA Form 119-25-1) and Student Stipend Agreement (Amendment) (FEMA Form 119-25-2) after acceptance into the course. The Student Stipend Agreement must be accompanied by the required supporting documentation. The completed agreement package will be processed immediately.

Award Procedure

The completed agreement package will be processed immediately. A U.S. Department of the Treasury payment schedule will be prepared and a reimbursement will be issued electronically to the beneficiary’s bank account.

Description

FY 2022: Funding is used to reimburse students traveling to attend NFA courses at the NETC. Students are reimbursed for the cost of a round trip airline ticket, train ticket, bus ticket, or mileage for POV (one round trip) to the NETC training location, Students are also provided transportation to/from local airports to NETC, as well as free lodging. For FY 2022, 3,424 students were paid $1,110,350 in stipends.

Use of Funds

Allowed Uses

NFA training assists first responders and emergency managers in building and improving capabilities necessary to prepare, prevent, protect against, mitigate the effects of, respond to, and recover from man-made and natural disasters. Presently, the program covers reimbursement for the cost of a 21-day pre-purchase, nonrefundable ticket for round-trip transportation by common carrier, or privately owned vehicle mileage reimbursement not to exceed the cost of the airline ticket; for NFA-sponsored on-campus program courses at the NFA. For NFA-sponsored on-campus courses, students are required to pay the cost of meals daily. Reimbursements are not made to Federal employees who are attending on behalf of their employer, employees from private industry, or foreign students.
