This grant is for affordable housing developers seeking permanent financing for rental housing projects in California. Eligible applicants include nonprofits, for-profits, and government entities that develop rental housing. Projects must serve households at or below 60% of Area Median Income. Maximum loan per project is $20,000,000. Projects with 9% federal low-income housing tax credits are not eligible.
All projects must qualify as Rental Housing Developments under the Uniform Multifamily Regulations. Projects must meet all requirements in Guidelines Section 7302 and serve targeted income levels. Both new construction and rehabilitation/preservation projects are supported.

Program description
The funds awarded under this NOFA will be allocated as permanent financing for affordable new construction, rehabilitation and preservation of permanent and transitional rental housing for households having incomes at or below sixty percent of Area Median Income. Maximum loan amount available per project is $20,000,000. Projects must qualify as Rental Housing Developments (within the definition of the Uniform Multifamily Regulations (UMR) Section 8301). Additionally, projects must meet all eligibility requirements in Guidelines Section 7302. Projects proposing nine percent (9%) federal low-income housing tax credits are not eligible, per Guidelines Section 7302(d).
