Organizations must be eligible to receive VOCA (Victims of Crime Act) funds and have capacity to serve children and teenagers experiencing bullying or violence in school settings. Cost sharing is required for this award.

Program description
The purpose of the XB Program is to provide advocacy and counseling services to children/teenagers who have been victimized by bullying and/or school violence. VOCA funds must not be used for preventive services.
