FY2025 Delta Region Community Health Systems Development Program: The program has supported 40 rural communities across the eight Delta Region states, providing comprehensive and individual technical assistance to participating rural hospitals and clinics in FY24. Outcomes from technical assistance services include greater collaboration and communication among providers and leaders, improved revenue cycle processes and enhanced reimbursement, and greater adoption of best practices improving operational efficiency. Delta Region Rural Health Workforce Training Program: The program has supported the development of five strategic workforce training networks in the Mississippi Delta Region. There are 123 trainees enrolled in certificate and degree programs designed to build skills to fill critical business operations roles in hospitals with an additional 75 trainees expected to enroll in FY 2024. Delta States Rural Development Network Grant Program: Historically, the Delta States Rural Development Network Grants showed that 100% of grantees who reported on clinical measures showed improvement in at least one or more clinical measures. Clinical measures include reductions in diabetic hemoglobin A1c scores (HgbA1c), blood pressure scores, tobacco use, and body mass index (BMI) calculations. Delta Region Maternal Care Coordination Program: HRSA made 4 awards in FY 24 to collectively serve women to improve and increase access to care for pregnant women and new mothers during and after pregnancy in 38 rural Delta counties across three Delta Region states, Mississippi, Alabama and Tennessee. Rural Communities Opioid Response- Northern Border Rural Workforce made 8 awards to organizations located in Maine, New York, New Hampshire, and Vermont to improve health care by enhancing behavioral health workforce capacity in the targeted rural service areas.

Program Objective

The various initiatives included in this assistance listing are: Delta Region Community Health Systems Development enhances health care delivery in Delta Region through technical assistance (TA) to providers in select rural communities, including Critical Access Hospitals (CAHs), small rural hospitals, Rural Health Clinics (RHCs), and others. Delta States Rural Development Network Grant Program funds organizations located in the 8 Delta states through planning, implementation, and development of integrated health care networks. Delta Region Rural Health Workforce Training addresses the need in healthcare facilities for trained administrative support or business operations professionals in rural communities. Delta Health Systems Implementation Program (DSIP) improves healthcare delivery in rural areas by implementing projects that improve financial sustainability of hospitals and increase access to care. Delta Region Maternal Care Coordination improves and expands access to and coordination of perinatal health care services in Delta Region. Rural Northern Border Region (NBRC) Outreach promotes the delivery of health care services to underserved populations in rural NBRC service area. Rural Behavioral Health Workforce Centers-Northern Border Region creates a collaborative approach to provide career and workforce training activities in NBRC region to assist individuals affected by SUD. Rural Communities Opioid Response Program-Northern Border Rural Workforce improves health care within the rural service area by enhancing behavioral health workforce capacity. Appalachian Region Healthcare Support Program enhances health care delivery by improving financial and operational performance through intensive TA to providers in rural communities, including CAHs, small rural hospitals, RHCs, and other healthcare organizations.

Rural Behavioral Health Workforce Centers – Northern Border Region aims to create a collaborative approach to provide career and workforce training activities in the NBRC region. Rural Northern Border Region (RNBR) Outreach Program promotes the delivery of health care services to underserved populations in rural Northern Border Region Commission (NBRC) service area. Delta States Rural Development Network Grant Program funds organizations located in the 8 Delta states through planning, implementation, and development of integrated health care networks. Delta Region Maternal Care Coordination improves and expands access to and coordination of perinatal health care services in 8 Delta Region states. The Delta Region Community Health Systems Development Program provides comprehensive, multi-year technical assistance (TA) to help rural healthcare organizations in the rural counties and parishes of the Delta region improve financial and operational performance, and quality of care. The Delta Health Systems Implementation Program (DSIP) funds rural healthcare organizations directly to implement projects that improve financial sustainability and increase access to care, such as financial and operational improvement, quality improvement, telehealth, and workforce development projects in the Delta region. The Delta Region Rural Health Workforce Training Program supports the development and training of future and current health professionals in critical administrative support or business operations professionals in the Delta region. The Appalachian Region Healthcare Support Program aims to strengthen healthcare delivery through intensive TA provided to rural healthcare organizations in the Appalachian Region by improving financial and operational performance as well as the quality of care. The purpose of the RCORP-Northern Border Rural Workforce project is to improve health care within the rural service area by enhancing behavioral health workforce capacity. Rural Behavioral Health Workforce Centers – Northern Border Region aims to create a collaborative approach to provide career and workforce training activities in the NBRC region.
