Program Objective

Monetary allowance for an outer burial receptacle (OBR) for any casketed burial in a VA national cemetery, or in a VA grant funded cemetery (a cemetery that is the subject of a grant to a State or Tribal Organization under 38 U.S.C. 2408) where a privately-purchased OBR, has been used in lieu of a Government-furnished graveliner, or where the State or Tribal Organization provided the OBR at time of interment at no cost to the decedent’s family or other responsible party.

Description

VA will provide a monetary allowance for any casketed burial in a VA National cemetery, or in a VA grant funded cemetery, where a privately-purchased outer burial receptacle has been used in lieu of a Government-furnished graveliner. This allowance is payable to the person who paid for the privately purchased OBR.
In addition, VA will provide a monetary allowance for OBRs placed at the time of interment for casketed burials in a VA grant funded cemetery when the OBR is provided by the cemetery at no cost to the decedent’s family or other responsible party.
The allowance for casketed burials in grant funded cemeteries is authorized only for burials that occur on or after January 5, 2023.

Allowed Uses

The OBR monetary allowance is payable for casketed burials in accordance with 38 CFR § 38.629.

Required Documentation

For burials at a VA national cemetery, an NCA official must confirm in the official electronic ordering system that a privately purchased OBR was used. Once confirmed, VA will process payment to the person who paid for the OBR.

For burials at a VA grant funded cemetery where a privately purchased OBR was used, a request for payment of monetary allowance (VA Form 40-10232, Part A) must be signed by the person who paid for the OBR, certified by a cemetery official, and submitted to NCA Finance Service for payment.

For burials at a VA grant funded cemetery where the cemetery provided an OBR at the time of interment, at no cost to the family or other responsible party, a request for payment of monetary allowance (VA Form 10-10232 Part B) must be submitted to VA. Such payments may be issued on a quarterly basis and will be paid to the State agency or Tribal organization that paid for the OBR, only if there was no charge to the decedent’s family or other responsible party for the OBR.

This program is excluded from coverage under 2 CFR 200, Subpart E - Cost Principles.
