Program Objective
Veterans Legacy Grants Program will provide grants to eligible entities for the purpose of conducting cemetery research related to national, State, or Tribal Veterans’ cemeteries; producing educational materials that teach about the history of Veterans interred in national, State, or Tribal Veterans’ cemeteries; and promoting community engagement with the histories of Veterans interred in national, State, or Tribal Veterans’ cemeteries.

How to Apply
Award Procedure
After a grant is approved for award, VA will draft a grant agreement to be executed by VA and the recipient. Upon execution of the grant agreement, VA will obligate the grant amount.

Description
The purpose of a Veterans Legacy Grants Program (VLGP) is to fund projects in support of NCA’s Veterans Legacy Program (VLP) to conduct cemetery research related to national, State, or Tribal Veterans’ cemeteries and to produce educational materials that teach about the history of Veterans interred in those cemeteries. Grants may also fund projects that promote community engagement with the histories of Veterans interred in those locations.

Allowed Uses
A note to section 2400 of title 38, United States Code (U.S.C.) cites to Public Law 116-107 (Jan. 17, 2020), which authorized VA to establish a grant program to conduct cemetery research and produce educational materials for the Veterans Legacy Grant Program in activities that promote community engagement with the histories of veterans interred in national, State, or Tribal veterans’ cemeteries. The maximum grant awarded under this authority may not exceed $500,000 to eligible recipients that include institutions of higher learning, local education agencies, non-profit entities, and others as determined appropriate by the Secretary.
Restrictions
The Veterans Legacy Grants Program (VLGP) is a federal discretionary non-construction grant program that uses a competitive process to award grants to eligible applicants including Institutions of Higher Learning, Educational Institutions, Local Educational Agencies, Non-Profit Entities chartered under 501(c)(3), and Other Entities the Secretary of Veterans Affairs deems appropriate.
Required Documentation
Applicants are required to complete the SF-424 - Application for Federal Assistance and attach the following supporting documents.
1. Project Abstract: In approximately 500 words or less, provide a brief abstract of the proposed project. As applicable, include other information relevant to an understanding of the overall project.
2. Project plan: In approximately 500 words or less, the applicant must include a detailed timeline for the tasks outlined in the project description and proposed milestones.
3. Expertise and Capacity: In approximately 500 words or less, the applicant must include a description of the applicant’s ability and capacity to administer the project. This may include evidence of past experience with projects similar in scope as defined by the NOFO, to include descriptions of the engagement model, examples of successful leadership and management of a project of similar scale and budget (or greater), or related work in this field.
4. Proposed Budget: In approximately 500 words or less, the proposed budget should identify all costs and proposed expenditures, to additional compensation and honoraria (and to whom); equipment costs; production costs; and travel costs.
5. Project Team: If applicable, the applicant must provide a narrative description of anticipated project team and any extramural partner(s), including the responsibilities of the principal investigator (PI), the co-principal investigators (Co-PIs), and any extramural partner entity.
