Community Economic Adjustment Assistance for Defense Modernization Priorities

Program Objective
Assist state and local governments with conducting reviews of public infrastructure and public services necessary to support installation and/or defense industrial base readiness, identification and design of responsive improvements to public infrastructure and services, and other actions necessary to enhance the capacity of the surrounding jurisdictions to support current and future mission requirements through the modernization of essential public infrastructure and services.

States, counties, municipalities, other political subdivisions of a state; special purpose units of a state or local government; other instrumentalities of a state or local government; the District of Columbia; the Commonwealth of Puerto Rico; American Samoa; Guam; the Commonwealth of the Northern Mariana Islands, and the U.S. Virgin Islands are eligible. Applicants are to contact the Office of Local Defense Community Cooperation and staff will work with the applicant to determine eligibility.
How to Apply
Award Procedure
Applications are reviewed by Office of Local Defense Community Cooperation staff. The Office of Local Defense Community Cooperation may consult with other Federal agencies as necessary in consideration of an application. Any issues or concerns noted in the application may be negotiated with the applicant prior to the application being accepted as final by the Office of Local Defense Community Cooperation. Awards by the Director, Office of Local Defense Community Cooperation, will be made of the basis of an approved final application.
To the extent practicable, the Office of Local Defense Community Cooperation will inform an applicant of approval within seven business days of the receipt of a final, completed application for planning assistance, and thirty business days of the receipt of a final, completed application for other types of assistance to carry out community adjustments or economic diversification programs. The Office of Local Defense Community Cooperation will promptly inform an applicant of the rejection of any application once its due diligence has been completed.

Per statute, enable states and communities with planning and organizing public infrastructure projects and services (including health care, housing, and defense critical infrastructure projects and services) that enhance the capabilities and resilience of the defense industrial base, defense industrial base workers, and military installations in alignment with Department of War priorities.

Allowed Uses
Development of plans and designs for public infrastructure and public services that support the modernization of installations and the defense industrial base. More specifically, assistance may be awarded to support state and local planning and implementation efforts in areas such as utilities, housing, and transportation to support installation and/or defense industrial base readiness. These activities may include but are not limited to workforce planning; infrastructure assessments and feasibility studies; architecture and engineering activities; land use plans; gap analysis; and other activities necessary for a community to capably support current and future mission requirements. To be eligible, projects must be directly tied to specific defense modernization and readiness priorities in response to specific installation and/or Departmental needs. Assistance is intended to supplement, not duplicate, other federal programs, and applications are accepted by invitation only following a self-nomination by an Applicant, a nomination by a Military Department or installation, and determination of eligibility by OLDCC staff.

Required Documentation
Applicants will be required to provide documentation consistent with the authority under which the assistance is being sought. Applicants must document their intent to work with the cognizant Military Department and installation where applicable, Federal, State, and local officials, residents, and businesses, and landowners to cooperatively participate in the development and implementation of plans and specific implementation measures.
Matching Requirements
A minimum of ten percent of the project's total proposed funding is to be comprised of non-Federal sources.
