Program Objective
The Military Health System Research (MHSR) Program provides intramural and extramural grants for topic areas directed by the Office of the Assistant Secretary of Defense for Health Affairs (OASD (HA)) and the Defense Health Agency (DHA). The intent of this initiative is to foster capability and capacity within the Military Health System (MHS) to conduct health system research through intramural and extramural grants. MHSR funds studies that identify factors that affect the economics/cost, quality, variation, and outcomes of military health care delivery across the enterprise. The program goal is to use data-driven research to inform policy and decision making, resulting in improved efficiency and effectiveness of healthcare delivery within the MHS.

The eligibility for applicants will be in accordance with the individual Notice of Funding Opportunity (NOFO) Announcement . Generally, competitions are open to private and public educational institutions that carry out science and engineering research and/or related science and engineering education; however, competition may be limited to a class of such institutions, such as Historically Black Colleges and Universities or other minority institutions (HBCUs/MIs). The latest competition did not allow for-profit applicants to apply. In all cases, awards are not made to individuals but to the organization.

Award Procedure
Award decisions are based on a competitive selection of proposals, using a technical merit review. Evaluation criteria are specified in the relevant announcement. If selected for award, the proposal is the basis for the award
document and the applicant agrees to perform the research or research related activities (e.g., science or engineering education or research infrastructure-building activities) described therein.

Description
The MHS is one of America’s largest and most complex health care system that provides universal access to 9.5 million beneficiaries which include Service members (Active and Guard/Reserve), retirees, their families, survivors, and certain former spouses (https://www.tricare.mil/Plans/Eligibility). The MHS currently operates 475 hospitals and clinics, and 248 dental clinics located on military installations around the world. These facilities are subject to the same requirements for accreditation as other U.S. hospitals with demands to improve quality, safety, costs, and outcomes, with the additional requirement to improve military medical readiness for 1.3 million Active Duty Service members. The National Defense Authorization Act (NDAA) for Fiscal Year 2017, Section 702, requires the consolidation of all Military Treatment Facilities (MTFs) under the DHA.
