FY2025 The U.S. Department of Agriculture’s National Agricultural Statistics Service (NASS) released the 2023 Guam
Census of Agriculture (April 24, 2025), the 2023 Census of Agriculture for the U.S. Virgin Islands (USVI) (March 27, 2025), the 2023 American Samoa Census of Agriculture (April 24, 2025), and the 2023 Census of Agriculture for the Commonwealth of the Northern Marian Islands (CNMI) (February 27, 2025). Additional data products related to the Census that were also released include: Specialty Crops (October 17, 2024) and Specialty Crops for Outlying Areas (August 20, 2025).

Program Objective

The objective for NASS is to formulate, develop, and administer programs for collecting and publishing statistics related to agriculture, resources, and rural communities, including the Census of Agriculture.

Eligibility

Eligible Applicants

REE Agencies may enter into a non-assistance cooperative agreements with eligible entities to further research, extension, or teaching programs in the food and agricultural sciences. Eligible entities are any State agricultural experimental station, State cooperative
extension service, any college or university, other research or education institution or organization, Federal or
private agency or organization, an individual, or other party, either foreign or domestic. 7 USC 3318.

Award Procedure

Proposed awards are reviewed by agency leadership to ensure they are in line with and compliment current agency priorities and align with the Administration priorities. An agreement is awarded at the discretion of the agency on a noncompetitive basis.

Description

The mission of the National Agricultural Statistics Agency (NASS) is to provide timely, accurate, and useful statistics in service to the U.S. agriculture economy. The statistical data provided by NASS is essential to the public and private sectors for making effective policy, production, and marketing decisions on a wide range of agricultural commodities. The statistical data provided in NASS studies and reports is necessary to maintain an objective source to ensure commodity markets operate fairly and efficiently. Every 5 years the Census of Agriculture provides comprehensive national, State, and county data as well as selected data for Puerto Rico, Guam, the U.S. Virgin Islands, and Northern Mariana Islands.

Restrictions

Funds provided by NASS for this program may not be used for expenses related to the construction, alteration, maintenance, or repair of infrastructure in the United States, unless such expenses are specifically directed by Congress.

Formula

Resource contributions of the Cooperator must consist of a sufficient amount of itemized direct costs to substantiate a true stake in the project as determined by the ADO. The Cooperator’s contribution must be maintained at 20 percent of Federal funding throughout the period of performance.
