Program Objective
The Nutrition Assistance Program (NAP) in the Commonwealth of the Northern Mariana Islands (CNMI) provides family nutrition assistance to eligible residents of the CNMI.
CNMI's enhanced NAP called ENAP increases the income eligibility limits, increases the allotment benefits for each of the islands, implements a new eligibility system with EBT interface capabilities and adjust resources as needed.

Low-income individuals and households are eligible for benefits as determined by the Commonwealth of the Northern Mariana Islands.

This is not a regular grant opportunity. This is a mandatory entitlement program.
Award Procedure
The Secretary of Agriculture designates the Commonwealth of the Northern Mariana Islands agency or agencies to operate the program upon submission of the request.

Description
In July 1982, The Commonwealth of Northern Mariana Islands (CNMI) began operating a capped block grant program, called the Nutrition Assistance Program (NAP).
The Commonwealth of Northern Mariana Island group includes the major islands of Saipan, Tinian, and Rota.1
The CNMI NAP block grant is authorized by Public Law 96-597. NAP is separate from SNAP.
CNMI’s block grant pays for 100 percent of benefits to eligible participants and administrative costs.

Formula
The Secretary of Agriculture is authorized to extend, in his
discretion, programs administered by the Department of Agriculture to Guam, the Northern Mariana Islands, the Trust Territory of the Congressional notification.
Notwithstanding any other provision of law,
the Secretary of Agriculture is authorized to waive or modify any statutory requirements relating to the provision of assistance under such programs when he deems it necessary in order to adapt the programs to the needs of the respective territory
