Program description

The U.S. Embassy Djibouti’s Public Diplomacy Section announces an open competition for organizations to implement English Language Teaching Services programs that strengthen English-language proficiency, workforce readiness, and professional communication skills among Djiboutian participants. Programs should support youth, educators, entrepreneurs, civil servants, and emerging professionals by improving practical English communication skills while promoting employability, entrepreneurship, leadership, and greater understanding of American society, educational opportunities, and professional practices. Successful proposals will advance U.S. public diplomacy objectives by strengthening people-to-people ties between the United States and Djibouti and expanding access to high-quality English-language instruction throughout the country.

💡 Tips for applicants

  • Emphasize how your program strengthens U.S.-Djibouti people-to-people connections and public diplomacy goals. Clear alignment with embassy priorities is critical.
  • Include specific metrics showing how participants will improve English proficiency and workforce readiness. Measurable outcomes matter significantly.
  • Demonstrate your organization's capacity to operate in Djibouti or manage programs there. Show relevant experience or local partnerships.
  • Design programs that reach multiple populations (youth, educators, entrepreneurs, civil servants). Broader impact strengthens competitiveness.
  • Show how your program promotes understanding of American society, education, and professional practices. This addresses core public diplomacy objectives.

⚠️ Common mistakes

Proposals that lack clear public diplomacy messaging or focus only on English grammar without connecting to U.S. people-to-people goals. Vague or unmeasurable participant outcomes and lack of organizational capacity evidence for Djibouti operations. Programs without realistic budgets or those that don't explain how awards support quality English instruction.
