Program description
The Bureau of Near Eastern Affairs’ Office of Assistance Coordination (NEA/AC) of the U.S. Department of State announces an open competition for organizations to submit a statement of interest (SOI) for innovative foreign assistance programs benefitting partner countries that also advance U.S. commercial diplomacy and place American interests first. SOI must demonstrate how projects will leverage foreign assistance for U.S. partners as a tool of statecraft to advance U.S. economic, security, and diplomatic objectives. Programming should promote trade, not aid, by leveraging assistance resources to champion American enterprise and infrastructure and catalyze private capital through market principles.

💡 Tips for applicants
- Emphasize how your program advances U.S. commercial diplomacy and economic interests, not just humanitarian goals.
- Show clear connections between your project and U.S. security, diplomatic, or trade objectives.
- Explain how you will leverage assistance to catalyze private sector investment and market-based solutions.
- Research current State Department priorities in your target Near Eastern countries before writing.
- Build partnerships with U.S. businesses or private sector actors to strengthen your commercial diplomacy angle.
⚠️ Common mistakes
Framing the project primarily as aid or humanitarian assistance rather than advancing U.S. commercial and strategic interests. Failing to articulate clear connections between the assistance and U.S. economic, security, or diplomatic objectives. Underestimating the emphasis on leveraging private capital and trade promotion over traditional aid.
