Program description

The Cooperating Technical Partners Program (CTP) is one mechanism that FEMA and the National Flood Insurance Program (NFIP) use to deliver flood information to communities. CTP recipients develop flood hazard data and maps for communities to increase public awareness of flood risk and potential actions to reduce that risk.

With flood mapping capacity and capabilities, CTPs strengthen the local ability to make informed decisions about reducing flood risk. The data that the program provides also contributes to responsible planning and decision-making across government agencies and the private sector.

Please note that total FY 2026 CTP Program Funding is $41,000,000 across 9 regions.

💡 Tips for applicants

  • Confirm your Partnership Agreement is active before submitting. Ineligible applicants will be rejected immediately.
  • Emphasize how your flood mapping increases community awareness and supports local flood risk reduction planning.
  • Clearly describe the flood hazard data deliverables and timeline for completion.
  • Connect your project to broader community resilience and emergency preparedness goals.
  • Review past CTP awards in your region to understand competitive priorities and scope.

⚠️ Common mistakes

Partnership Agreement status not verified before application—confirm eligibility early. Proposals that lack clear flood data deliverables or community engagement plans are competitive. Underestimating the scope of mapping work required given the $5 million funding ceiling.
