Program Objective

• The Fogarty International Center (FIC) is dedicated to advancing the mission of the National Institutes of Health by supporting and facilitating global health research conducted by U.S. and international investigators, building partnerships between health research institutions in the U.S. and abroad, and training the next generation of scientists to address global health needs. FIC’s vision is a world in which the frontiers of health research extend across the globe and advances in science are implemented to reduce the burden of disease, promote health, and extend longevity for all people. How to Apply

Award Procedure

Applicants submit the grant application in grants.gov following guidance provided in the Notice of Funding Opportunity (NOFO). Center for Scientific Review then assigns the application. A peer review process by Scientific Review Group determines an overall impact score or percentile. A second level peer review is done by FIC’s advisory board which determines if there is concurrence with the initial peer review, program relevance, and fiscal considerations. FIC selects proposals based on several factors including scientific and technical merit, programmatic priorities/set-asides, and budget availability that fiscal year. The Board makes recommendations to FIC leadership. After advisory board review FIC program staff evaluate applications. FIC officials under delegated HHS authority consider all factors and make funding decisions. The FIC Grants Management Officer (GMO) issues a Notice of Award (NOA) and only the GMO has authority to obligate federal funds. The NOA is the legally binding document which obligates federal funds. The NOA specifies the approved budget period which is the specific time interval within the project period for which funds are provided.

Decision Timeline

  • Approval: > 180 Days
  • Appeal: From 30 to 60 days

Project Period is the total time for which the project is approved which can be up to 5 years. The interval (typically 12 months) for which funding is awarded and expenditures are planned. Period of Performance is the official dates (start and end) during which grant funds may be spent. Begins on the "budget period start date" and ends on the "budget period end date" as stated in the Notice of Award.
