Program Objective
The purpose of this program is to help transform community behavioral health systems and provide comprehensive, integrated, coordinated, and person-centered behavioral health care through the Certified Community Behavioral Health Clinics. There are two CCBHC programs. The CCBHC-Planning, Development, and Implementation grants assist organizations in planning for and developing a new CCBHC that can meet CCBHC certification criteria. Both grant programs also provide a range of outreach, screening, assessment, treatment, care coordination, and recovery supports; and, support recovery from mental illness and substance use disorders by providing access to high-quality services, regardless of an individual’s ability to pay.

Grants are awarded directly by SAMHSA to the applicant organization after a number of considerations, including but not limited to merit review, program analysis, and the CMHS National Advisory Council concurrence.

Description
The CCBHC Expansion grant programs project improves access to community-based mental health and substance use disorder treatment and support, including 24/7 crisis services, to anyone in their service area who needs it, regardless of their ability to pay or place of residence. This includes any individual with a mental or substance use disorder who seeks care, including those with serious mental illness (SMI), substance use disorder (SUD) including opioid use disorder; children and adolescents with serious emotional disturbance (SED); individuals with co-occurring mental and substance disorders (COD); and individuals experiencing a mental health or substance use-related crisis

Required Documentation
The applicant organization must be licensed to provide mental health and/or SUD services at the time of application and must comply with all applicable local (city, county) and state licensing, accreditation, and certification requirements, as of the due date of the application. In addition, the organization must be capable of becoming licensed, certified, and/or approved by the state, territory, or American Indian/Alaska Native tribe or tribal organization to provide both mental health and SUD services to individuals of all ages at the time-of-service delivery. Each mental health/SUD treatment provider organization (this includes the applicant organization performance sites and any DCOs participating in the project) must have at least two years of experience (as of the due date of the application) providing relevant services (official documents must establish that the organization has provided relevant services for the last two years) to ensure that the organization has experience in providing relevant services.
