FY2025 The Medical School Education program funded 4 additional programs in FY 2025. In Academic Year (AY) 2023-2024, the Medical Student Education Program trained 4,280 medical students and a total of 917 medical students graduated.

Program Objective

The MSE Program provides grants to public institutions of higher education to expand or support graduate education for medical students preparing to become physicians in the top quintile of states with a projected primary care provider shortage in 2036. The program is designed to prepare and encourage medical students training in the most underserved states to choose residencies and careers in primary care that serve tribal communities, rural communities, and/or medically underserved communities (MUCs) after they graduate. This will be accomplished by supporting the development of medical school curricula, clinical training site partnerships, and faculty training programs, with the goal of educating medical students who are likely to choose career paths in primary care, especially for tribal communities, rural communities, and/or MUCs.

Per statute, funds must be awarded to public institutions of higher education in states in the top quintile of states with a projected primary care physician shortage as determined by the Secretary of the U.S. Department of Health and Human Services. To determine the eligible states, HRSA used the National Center for Health Workforce Analysis projections through 2036, which indicate there are 10 states in the top quintile. Eligible states are Alabama, Arizona, Florida, Idaho, Mississippi, Nevada, New Jersey, Oklahoma, Tennessee, and Utah.

Description

The purpose of the Medical Student Education (MSE) Program is to provide support to public medical schools in the top quintile of states with a projected primary care physician shortage to expand or support education for medical students preparing to become physicians. This expansion can include funding for direct student supports which help students be successful in medical school, as well as for infrastructure development, maintenance, equipment, and minor renovations or alterations. The program is designed to prepare and encourage medical students in these schools to choose residencies and careers in primary care and serve tribal, rural, and/or medically underserved communities in those states after they complete their residency.

Matching Requirements

No more than 10% and no less than 1%. Matching requirements are applicable to this program. The authorizing legislation requires not less than ten percent match in non-federal contributions for this grant each budget period. Applicant organizations must match a requirement of not more than 10% and not less than 1% of federal funds provided under this grant either in cash or in-kind.
