Program Objective
The Title IV-E Kinship Navigator Program supports kinship caregivers in learning about, finding, and using other programs and services to meet the needs of the children they are raising and their own needs. They also promote effective partnerships among public and private agencies to ensure kinship caregiver families are served. The Kinship Navigator Program helps states, Indian tribes, tribal organizations and tribal consortia (tribes) that also operate the title IV-E foster care and adoption assistance programs to operate their own kinship navigator programs.

State and Tribal agencies directly administering approved title IV-E plans may participate in the Kinship Navigator program.

Kinship caregivers and the children they are raising are eligible beneficiaries.
How to Apply
Award Procedure
Funding is awarded in accordance with approved quarterly estimates and claims submitted on a federal financial report (Form CB-496) from each recipient agency. Post award, the Division of Payment Management will establish an account from which a recipient may draw down award funds.
The Administration for Children and Families will approve or disapprove applications within 45 days of receipt.

Use of Funds
Allowed Uses
These are formula grant funds and may be used by the state or local (under state supervision) child welfare agency or by the tribal child welfare agency for FFP at a reimbursement rate of 50% in the costs of operating a Kinship Navigator program. Funds may be used only for Kinship Navigator programs that meet the requirements described in section 427(a)(1) of the Social Security Act and that the Secretary determines are operated in accordance with promising, supported, or well-supported ratings by the Title IV-E Prevention Services Clearinghouse that meet the applicable criteria specified for the practices in section 471(e)(4)(C).

Matching Requirements
The non-Federal share of program costs (difference between total cost and the 50% Federal Financial Participation rate) in each funding category constitutes the required match to be met by the title IV-E agency. Matching funds from State agencies must be appropriated monies raised from non-Federal revenue sources. Tribal agencies must also use appropriated monies, but may at the option of the tribe include Federal funds specifically authorized by Federal statutes to be used as match for other Federal programs.
