Program Objective
The purpose of the Assistive Technology (AT) Alternative Financing Program (AFP) is to support programs that provide for the purchase of AT devices and services, such as low-interest loan fund, an interest buy-down program, a revolving loan fund, and a loan guarantee program.

State agencies and community-based disability organizations that are directed by and operated for individuals with disabilities shall be eligible to compete.
How to Apply
Award Procedure
The Secretary of Health and Human Services determines which applicants receive Assistive Technology Alternative Financing Program grants and the amount of those grants, on the basis of the applications under the priority and other criteria the Secretary determines to be appropriate.

Description
The Assistive Technology (AT) Alternative Financing Program (AFP) provides low-interest loans, lease-to-own options, and other financial tools to help people with disabilities afford crucial AT devices (like wheelchairs, hearing aids, or communication tools) that aren’t covered by traditional programs, focusing on consumer choice, financial education, and enabling independence for education, employment, and daily living. These state-run programs, funded through federal grants under the AT Act, are accessed via your state’s AT Program (Tech Act Program) or the AT3 Center for information and local resources

Allowed Uses
One-year grant awards are used to support the establishment or expansion of Alternative Financing Programs (AFPs) that assist individuals with disabilities of any age to obtain financial assistance for AT devices and services. AFPs must be designed to allow individuals with disabilities of all ages and their family members, guardians, advocates, and authorized representatives to purchase AT devices or services. The purchase must be solely for the benefit of an individual with a disability.
