In Uganda, HRSA supported the expansion of a national tele-mentoring platform that connects a network of healthcare workers with 400+ hubs and spokes across all levels of care providing HIV services. The Ministry of Health used the platform to train providers, integrate HIV services into routine primary care and rapidly share guidance during public health emergencies, including recent Ebola outbreaks. This work strengthened workforce capacity, improved service coordination, and supported timely disease response aligned with U.S. health security interests.
In Zambia, HRSA supported the development and expansion of the national human resource management system to improve oversight, accountability, and planning for the health workforce. The system now includes performance monitoring for civil service health workers and newly recognized cadres, e.g., HIV peer community workers, supporting sustainable workforce management and country-led program implementation.
In Jamaica, HRSA supported the expansion of telehealth and service delivery models to improve access to integrated HIV and primary health services. Activities included digital case management, clinical consultations, adherence screening, extended clinic hours, and patient navigation services. These efforts improved continuity of care and contributed to better treatment outcomes, including viral suppression.
In Liberia, following the 2014–2016 Ebola outbreak, HRSA supported the establishment of medical residency training programs to address critical workforce gaps. By FY 2025, the initiative expanded to include nurses, midwives, and health managers, strengthening the national health workforce and supporting long-term system resilience and emergency preparedness.
In India, HRSA supported national and regional distance-learning programs reaching more than 27,000 health workers. Training materials and a digital application on national treatment guidelines were adopted by the Ministry of Health to support consistent, high-quality clinical services and ongoing workforce education across the health system.
In Philippines, HRSA supported quality management activities across national, regional, and facility levels. Following the development of a national quality management policy and implementation plan, the program conducted peer learning meetings, coaching sessions, and site-based support to improve service quality, strengthen provider skills, and support sustainable system improvement.
Program Objective
This program supports the development and strengthening of the health workforce and health care delivery systems in countries supported by the President’s Emergency Plan for AIDS Relief (PEPFAR). Consistent with the agency’s statutory role in workforce development, education, training, and technical assistance, program activities focus on building local capacity, integrating health services into routine care, and strengthening systems that enable host country governments to manage and sustain U.S.-supported health programs. These efforts advance the America First Global Health Strategy by promoting country ownership, sustainability, and alignment with U.S. strategic and national security priorities.
Objectives include:
(1) Strengthen health care delivery systems by expanding access to quality services through workforce support, integrated care, and appropriate health technologies.
(2) Support international partnerships that improve population health programs and integrate them into routine health service delivery.
(3) Advance U.S. strategic and national security priorities by reducing preventable disease, disability, and death in the United States and globally.

Supports continuous quality improvement across the HIV care continuum. Activities strengthen provider skills, improve service delivery processes, and enhance patient outcomes while reinforcing routine health system functions.

Builds workforce and health system capacity through education, training, and technical assistance. The program applies proven U.S. practices to strengthen service delivery, improve patient outcomes, and support the transition of U.S.-supported HIV services to host country governments.

How to Apply
Award Procedure
All qualified applications will be forwarded to an objective review committee. Based on the recommendations of the objective review committee, the HRSA program official with delegated authority is responsible for final selection and funding decisions. Notification is made in writing (electronic) by a Notice of Award (NOA).
