Program Objective
PHMSA seeks to fund nonprofit organizations with the ability to conduct training programs for HAZMAT employees, and the ability to reach and involve a target population of HAZMAT employees in a training program.
Properly planned and maintained training programs are essential for HAZMAT employees to ensure: (1) HAZMAT employees receive initial and continuing training on the risks involved in transporting HAZMAT; (2) the relevant training requirements in the Hazardous Materials
Regulation (HMR) are met; and (3) HAZMAT employees will be equipped to ensure their safety and the safety of others.
This Assistance Listing 20.712 created in July 2025 was included in the previous ALN 20.703, please refer to former ALN 20.703 for FY24 and FY25 financial obligations. The new Assistance Listing 20.712 will be utilized by DOT at the start of FY 2026.

Applicants must be nonprofit organizations that demonstrate expertise in conducting a training program for existing HAZMAT employees, and the ability to reach and involve in a training program a target population of HAZMAT employees.
How to Apply
Award Procedure
HMIT grant applications will be reviewed through a competitive process. PHMSA will review applications based upon merit, including the clarity of the project narrative and reasonableness of cost as described in the budget narrative. PHMSA reserves the right to make adjustments that are beneficial to the goals of the grant program. Federal agency representatives will evaluate the grant applications Each grant application will be evaluated in accordance with the criteria listed in the NOFO. Special emphasis will be placed on reviewing whether the application has a coherent project narrative that follows the outline of this funding announcement, and whether the costs described in the budget narrative appear to be necessary, reasonable, allowable and allocable.
From 60 to 180 days. Grant awards will be reviewed by the PHMSA Associate Administrator for Hazardous Materials Safety.

Allowed Uses
HMIT grants will be used to ensure that hazmat employees receive an initial and continuing understanding of the risks involved in transporting hazardous materials, the relevant requirements that have to be met, and the need for performing their duties in a way that will ensure their safety and the safety of others.
Restrictions
The following costs are not eligible for reimbursement under the FY 2026 HMIT grant program: 1. Personnel costs such as overtime, backfill, stipends, and fees for the personnel receiving training. 2. Entertainment, alcohol, or morale costs. 3. Excessive costs for general office supplies, equipment, computer software, printing, and copying. 4. Expenses claimed or reimbursed by another program. 5. Expenses counted as match funds towards another Federal program. 6. No equipment may be purchased with the HMIT grant funds. 7. Any costs disallowed or stated as ineligible in 2 CFR Part 200.
Required Documentation
Appropriate legal official must approve legality of agency/organization application and agreement. Costs will be determined in accordance with 2 CFR 200, Subpart E.
