Program Objective
The objective is to carry out a cooperative research and evaluation program to research and evaluate priority highway safety countermeasures. This cooperative research program is required by statute. NHTSA is required to cooperate with the Governors Highway Safety Association (GHSA) in managing this activity. Under the program, NHTSA provides assistance to GHSA to evaluate and make awards to projects that further traffic safety.

Description
The Behavioral Traffic Safety Cooperative Research Program (BTSCRP) is a statutory partnership between NHTSA and the Governors Highway Safety Association (GHSA) designed to research and evaluate priority highway safety countermeasures. The program provides the technical and financial assistance necessary to develop practical, evidence-based solutions for state highway safety offices to address unsafe road user behaviors. Managed in collaboration with the Transportation Research Board (TRB), the program awards projects to research institutions to improve the effectiveness of national traffic safety initiatives. Ultimately, these research products provide the scientific foundation for life-saving interventions in areas such as impaired driving, occupant protection, and pedestrian safety.

Allowed Uses
This program funds research and evaluation of priority practical solutions and countermeasures that are ready to use for traffic safety professionals and highway safety professionals in public and private sectors.
Restrictions
Funds are restricted to activities authorized by statute for the cooperative research and evaluation of priority highway safety countermeasures. Use is limited to projects identified and approved by the Governing Board.
