Program Objective
To provide financial assistance to support the activities of the Northeast Corridor Commission (“Commission” or “NECC”). Section 212 of Passenger Rail Investment and Improvement Act of 2008 (PRIIA) mandated the creation of the Commission “to promote mutual cooperation and planning pertaining to the rail operations and related activities of the Northeast Corridor [NEC or Corridor].” Title XI of the Fixing America’s Surface Transportation Act of 2015 (FAST Act) (Public Law 114-94, December 3, 2015) and Title II of the Infrastructure Investment and Jobs Act (IIJA) (Public Law 117-58, November 15, 2021) amended title 49 of the US Code to clarify the role and responsibilities of the Commission. The Commission’s Mission Statement is, “to bring the states, commuter agencies, Amtrak, and US DOT together to modernize and improve the Northeast Corridor rail system through increased collaboration, transparency, and accountability. Through this partnership, the Commission’s members can achieve more together than by working alone.”

FRA will contact applicants with successful applications with information and instructions about the award process. This notification is not an authorization to begin proposed project activities. A formal grant agreement or cooperative agreement signed by both the grantee and the FRA, including an approved scope, schedule, and budget, is required before the award is considered complete.

Financial assistance may fund the establishment and ongoing operations of the Northeast Corridor Commission to support its mission of bringing the states, commuter agencies, Amtrak, and US DOT together to modernize and improve the Northeast Corridor rail system through increased collaboration, transparency, and accountability. Expected outcomes through the Commission’s planning and coordination efforts include expanded and improved intercity, commuter, and freight rail services operating with greater safety and reliability, reduced travel times, increased frequencies and enhanced intermodal connections designed to address airport and highway congestion, reduced transportation energy consumption, improved air quality, and increased economic development of the NEC region.
Restrictions
The restriction is based on the period of performance as outlined in the grant award. Method of awarding/releasing assistance: Assistance is usually awarded upon request for reimbursement. Method of awarding/releasing assistance: ACH reimbursement
