Program Objective

Funds the construction of ferry boats and ferry terminal facilities by ferry systems in the States, Puerto Rico, and U.S. territories.

This Assistance Listing 20.270 created in August 2025 was included in the previous ALN 20.205, please refer to former ALN 20.205 for FY24 and FY25 financial obligations. The new Assistance Listing 20.270 will be utilized by DOT at the start of FY 2026.

FBP funds are allocated to States, Puerto Rico, and U.S. territories, distributed among eligible entities (ferry systems), based on a statutory formula. [23 U.S.C. 147(c) and (d)].

Description

FBP makes federal-aid highway funds available, through the State transportation agencies, for designing and constructing ferry boats and for designing, acquiring right-of-way, constructing ferry terminal facilities, including ferry maintenance facilities, and other activities as described in the FBP Implementation Guidance (Linked here: https://www.fhwa.dot.gov/specialfunding/fbp/guidance.cfm).

Ferry boats and terminal facilities that serve vehicular travel as links on public highways (other than Interstate highways), as well as ferry boats and terminals only serving passengers as a fixed route transit facility, may be eligible for certain types of Federal-aid highway funding.
