Program Objective

The purpose of the United States Refugee Admissions Program, and the overseas Resettlement Support Centers (RSCs), which implement various stages of refugee processing, is to assist the Bureau in preparing the necessary casework for persons eligible for interview by United States Citizenship and Immigration Services (USCIS) of the Department of Homeland Security (DHS) under the USRAP and, for those approved, to provide assistance in completing the additional requirements for refugee admission under Section 207 of the Immigration and Nationality Act. In addition, the RSCs forward the necessary data on all DHS-approved cases to the Refugee Processing Center (RPC) for distribution to the DHS / Office of Refugee Resettlement (ORR) according to procedures established by the Bureau

How to Apply

Award Procedure

The Assistant Secretary of the Bureau makes funding decisions based on recommendations from the Bureau's Office of Refugee Processing and other Bureau offices. A warranted Grants Officer reviews the documentation, conducts additional negotiations based on 2CFR200 requirements, and issues the award in the Department’s grants management system.

Description

The USRAP is an interagency effort. A number of governmental and non-governmental partners assist the Bureau in preparing the necessary casework for foreign individuals living overseas to determine eligibility for a refugee interview by United States Citizenship and Immigration Services (USCIS) of the Department of Homeland Security (DHS) under the U.S. Refugee Admissions Program and, for those approved, to provide assistance in completing the additional requirements for refugee admission under Section 207 of the Immigration and Nationality Act, including travel logistics and forwarding all necessary data and information on all DHS-approved cases to the U.S.-based Refugee Processing Center (RPC) for distribution to Reception and Placement agencies working under HHS on placement and integration.
