Program Objective

Assist NRCS in conservation activities including:

Increase conservation planning using the NRCS conservation planning process, assist with NRCS program conservation practice design, and increase conservation practice implementation.

All non-foreign, non-Federal entities and individuals based in the United States for projects carried out in the United States. “Based in the United States” includes all 50 states, the District of Columbia, the Caribbean Area (Puerto Rico and the U.S. Virgin Islands), and the Pacific Islands Area (Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands). Entities working in voluntary conservation.

Award Procedure

For each NOFO, an approving official will make final decision on awards. Risk reviews will be conducted before an agreement is finalized.

Description

A Collaborative Technical Assistance listing will allow potential conservation partners to propose ways in which they can assist NRCS in planning and implementing voluntary conservation. This assistance can take the form of the proposing entity/partner working with NRCS to perform conservation planning (based on the NRCS conservation planning process) for agricultural producers that are interested in NRCS programs as well as implementing NRCS conservation practices.

Allowed Uses

Collaborative Technical Assistance opportunities are to support NRCS in delivering voluntary conservation programs to private landowners. Collaborative Technical Assistance agreements should assist NRCS in conservation planning, conservation practice design, and conservation practice implementation.

Restrictions

Capital expenditures and other unallowable costs identified in 2 CFR 200. Funds can be either mandatory, discretionary or a mix.
