Program Objective

The Tribal Colleges Education Equity Grants (TCEG) program is designed to help build Tribal education capacity in the food and agricultural sciences for Native
Alaskan/American Indian students. The six legislatively mandated priorities are:
• Curricula design and materials development
• Faculty development and teacher preparation
• Student experiential learning
• Equipment and instrumentation for teaching Science, Technology, Engineering, Arts and
Math
• Student recruitment and retention
• Instruction delivery systems and strategic partnerships

Applications may be submitted by any of the Tribal colleges and universities designated as 1994 Land-Grant Institutions under the Educational Land-Grant Status Act of 1994, as amended. This Act, as amended in Section 533(a), requires that each 1994 Land-Grant Institution be accredited or making progress towards accreditation and be recognized as a legal entity. If accreditation is being sought, a college must demonstrate its progress towards accreditation by a letter from a nationally recognized accreditation agency affirming receipt of application for an accreditation site visit or other such documentation. An applicant’s failure to meet an eligibility criterion by the time of an application deadline will result in NIFA returning the application without review or, even though an application may be reviewed, will preclude NIFA from making an award. Award recipients may subcontract to organizations not eligible to apply provided such organizations are necessary for the conduct of project.

How to Apply

Award Procedure

Within the limit of funds authorized, the NIFA awarding official will make grants to responsible
and eligible applicants whose applications are judged most meritorious under the procedures set
forth in this NOFO. The date specified by the NIFA awarding official as the effective date of the
grant must be no later than September 30 of the federal fiscal year in which the project is
approved for support and funds are appropriated for such purpose, unless otherwise permitted by
law. The project need not be initiated on the grant effective date, but as soon thereafter as
practical so that project goals may be attained within the funded project period. The award document will provide pertinent instructions and information as
described in 2 CFR 200.211 (see NIFA’s Terms and Conditions).

Description

The TCEG program focuses on development of students and faculty who use students’ backgrounds and identities to create a dynamic and engaging learning environment. Preparing students for roles in Tribal leadership, traditional knowledge, and other qualities of one’s culture that are necessary to prepare students for agricultural and related careers in the private sector, for work with Tribal and non-Tribal government, and in academia. TCEG teaching applications must demonstrably incorporate a Tribal leadership development component to equip students with technical and leadership abilities upon graduation. Specific activities may include but are not limited to: • Developing practical applications to increase understanding of leadership roles for Tribes, including critical thinking, generosity and cooperation, independence and freedom, connectedness, responsibility, communication, and reflection; • Connecting the academic classroom experience with students’ identities and backgrounds to daily leadership roles and organizational activities; • Providing opportunities for mentoring and shadowing; and • Organizing leadership academies, workshops, trainings, etc.

Under this authority, appropriated funds are to be awarded to the 1994 Land-Grant Institutions (hereinafter referred to as 1994 Institutions) for Education capacity building and funds are to be distributed equally among institutions that meet eligibility requirements. Restrictions

RESTRICTIONS: 1.) Indirect Cost (IDC) not to exceed 30 percent of Total Federal Funds Awarded (TFFA) of the recipient. Section 1462(a) and (c) of the National Agricultural Research, Extension, and Teaching Policy Act of 1977 (NARETPA) limits IDC for the overall award to 30 percent of Total Federal Funds Awarded (TFFA) under a research, education, or extension grant. 2.) Successful applicants must not use grant funds awarded under the authority of this NOFO to renovate or refurbish research, education, or extension space; purchase or install fixed equipment in such space; or to plan, repair, rehabilitate, acquire, or construct buildings or facilities. Successful applicants must not use grant funds awarded under the authority of this RFA to renovate or refurbish research, education, or extension space; purchase or install fixed equipment in such space; or to plan, repair, rehabilitate, acquire, or construct buildings or facilities.
