Program Objective

The Program goal is to support detention activities carried out by non-federal entities and increase the detention capacity of States and local governments.

Eligibility

Eligible Applicants

  • Government (general)

Non-federal entities as defined in 2 C.F.R. § 200.1 are eligible. The State of Florida Division of Emergency Management is the sole eligible applicant.

How to Apply

Application Procedure

Eligible applicants will apply for assistance using FEMA Grant Outcomes (FEMA GO). 2 C.F.R. Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards applies to this program.

Award Procedure

Notification of award approval is made via the FEMA GO system through automatic electronic mail to the recipient’s authorized official listed in the initial application. The recipient should follow the directions in the notification to confirm acceptance of the award. Recipients must accept their awards no later than 15 days from the award date. The recipient shall notify FEMA of its intent to accept and proceed with work under the award or provide a notice of intent to decline through the FEMA GO system. Funds will remain on hold until the recipient accepts the award through the FEMA GO system and all other conditions of the award have been satisfied or until the award is otherwise rescinded. Failure to accept a grant award within the 15-day timeframe may result in a loss of funds.

Description

This program will provide financial assistance through grants to non-federal entities to shelter aliens in a detention environment until transfer to U.S. Immigration and Customs Enforcement. This will relieve overcrowding in the U.S. Custom and Border Protection’s short-term holding facilities, further the U.S. Department of Homeland Security’s immigration enforcement plans and complement U.S. Immigration and Customs Enforcement operational priorities.
