Description
The Pandemic Assistance for Cotton Merchandisers (PACM) program makes available pandemic assistance payments to cotton merchandisers that purchased cotton from, or on behalf of, a United States Cotton Producer from March 1, 2020 through December 29, 2022.
A cotton merchandiser is an entity that markets, sells, or trades cotton to end users.

Required Documentation
Potential recipients must be cotton merchandisers that market, sell, or trade cotton to end users. Cotton must have been purchased from, or marketed on behalf of, a United States cotton producer from March 1, 2020 through December 29, 2022. Documentation and Applications must be submitted in accordance with regulations established by the Secretary.
