Program Objective
The Department of Transportation supports local and rural road agencies across the U.S. by providing training, technical assistance, and technology transfer services to help them manage and maintain their roadway systems. Across the country, there are 51 LTAP centers serving every state, Puerto Rico, and the U.S. Virgin Islands. LTAP centers enable local counties, parishes, townships, cities, and towns to improve their roads and bridges by supplying them with a variety of low- to no-cost training programs, new and existing technology updates, personalized technical assistance, newsletters, and e-learning resources on topics including safety, construction, maintenance, and value capture.
Through LTAP, these local public agencies have received mission-critical services that filled vital needs on a traditionally underserved portion of the national roadway system. Often, LTAP training events and personalized assistance were the only source for locally relevant and compatible resources. Over the years LTAP has carved a significant niche in providing these services. The program, with it's low- to no-cost model and practical accessibility, is a benefit to a local agency workforce challenged by limited access to training and technical assistance resources.
This Assistance Listing 20.294 created in August 2025 was included in the previous ALN 20.215, please refer to former ALN 20.215 for FY24 and FY25 financial obligations. The new Assistance Listing 20.294 will be utilized by DOT at the start of FY 2026.

LTAP funds are allocated to state transportation agencies for selection through the state acquisition procedures.
LTAP through competitive process for those LTAP Centers that are managed by universities (12 Centers are managed by State DOTs)

Local Technical Assistance Program (LTAP): Funds provided to support an LTAP Center in each state, Puerto Rico, and seven regional Tribal Technical Assistance Centers.
Matching Requirements
As stated in 23 U.S.C. 504(b)(3)
(3)Federal share.—
(A)Local technical assistance centers.—
(i)In general.—
Subject to subparagraph (B), the Federal share of the cost of an activity carried out by a local technical assistance center under paragraphs (1) and (2) shall be 50 percent.
(ii)Non-federal share.—
The non-Federal share of the cost of an activity described in clause (i) may consist of amounts provided to a recipient under subsection (e) or section 505, up to 100 percent of the non-Federal share.
(B)Tribal technical assistance centers.—
The Federal share of the cost of an activity carried out by a tribal technical assistance center under paragraph (2)(D)(ii) shall be 100 percent.
