Program goal(s) description: Reduce recidivism, overdose fatalities, and involvement in the criminal and juvenile justice systems and/or child welfare system, while increasing access to treatment and recovery support that leads to long-term recovery and improved outcomes for adults, youth, and families.

How to Apply
Award Procedure
All final award decisions will be made by the Assistant Attorney General, unless a statute explicitly authorizes award decisions by another official or there is written delegation of authority to another official. For successful applicants, JustGrants will send a system-generated email to the Application Submitter, Authorized Representative, and Entity Administrator with information on accessing their official award package in JustGrants. The award package will include key information (such as funding amount and period of performance) as well as award conditions that must be followed. The Authorized Representative for the entity should accept or decline the award within 45 days of the notification.

- Approval: From 120 to 180 days
The review procedure for applications is specified in the notice of funding opportunity (NOFO) and generally includes eligibility and responsiveness, merit, programmatic, budget, and risk reviews.

Description
This program supports the implementation and enhancement of adult treatment courts, juvenile drug courts, family treatment courts and tribal healing to wellness courts integrating substance use disorder treatment, mandatory drug testing, incentives and sanctions, and transitional services in a judicially supervised criminal court setting that has jurisdiction over individuals with substance use disorders to improve outcomes for individuals and families and reduce recidivism.

Matching Requirements
Federal funds awarded under this program may not cover more than 75 percent of the total costs of the program being funded. The applicant must identify the source of the 25 percent non-federal portion of the total program costs and how it will use match funds. If a successful applicant’s proposed match exceeds the required match amount, and OJP approves the budget, the total match amount incorporated into the approved budget becomes mandatory and subject to audit. (“Match” funds may be used only for purposes that would be allowable for the federal funds.) Recipients may satisfy this match requirement with either cash or in-kind services.
