Program goal(s) description: Increase access to treatment for individuals with substance use or co-occurring substance use and mental health disorders during detention or incarceration and improve continuity of care during and after reentry by delivering community-based treatment and other broad-based aftercare services.

Program objective(s) description: Enhance the capabilities of states and units of local and tribal governments to provide residential substance use treatment for incarcerated inmates; Provide individuals leaving incarceration with support to connect to needed services before they are released, ensuring they have a plan for ongoing treatment and other support services in the community; and Support individuals leaving correctional facilities to connect with aftercare services in the community, such as education, job training, housing, and peer support, to help them stay in treatment and reduce recidivism.

Award Procedure
All final award decisions will be made by the Assistant Attorney General, unless a statute explicitly authorizes award decisions by another official or there is written delegation of authority to another official. For successful applicants, JustGrants will send a system-generated email to the Application Submitter, Authorized Representative, and Entity Administrator with information on accessing their official award package in JustGrants. The award package will include key information (such as funding amount and period of performance) as well as award conditions that must be followed. The Authorized Representative for the entity should accept or decline the award within 45 days of the notification.

Description
This program provides funding and specialized assistance to enhance the capabilities of state, local, and tribal governments to support residential substance use disorder (SUD) treatment to adult and juvenile populations during detention or incarceration, initiate or continue evidence-based SUD treatment in jails, prepare individuals for reintegration into the community, and assist them and their communities throughout the reentry process by delivering community-based treatment and other recovery aftercare services.

Matching Requirements
This NOFO requires a 25 percent cash or in-kind match. Federal funds awarded under this NOFO may not cover more than 75 percent of the total costs of the project being funded. An applicant must identify the source of the 25 percent non-federal portion of the total project costs and how it will use match funds. If a successful applicant’s proposed match exceeds the required match amount, and OJP approves the budget, the total match amount incorporated into the approved budget becomes mandatory and subject to audit. (“Match” funds may be used only for purposes that would be allowable for the federal funds.) Recipients must satisfy this match requirement with cash or in-kind match.
