Program objective(s) description: (1) Provide funding to states to assist them in planning, establishing, operating, coordinating, and evaluating projects for the development of more effective juvenile delinquency programming (i.e., education, training, research, prevention, diversion, treatment, and rehabilitation); (2) facilitate state compliance with the core requirements under the JJDP Act (34 USC 11131(a)(11), (12), (13),and (15); (3) provide and support training and technical assistance to benefit the Formula Grants Program; and (4) support research, evaluation, and statistics activities designed to benefit the Formula Grants Program.

Award Procedure
All final award decisions will be made by the Assistant Attorney General, unless a statute explicitly authorizes award decisions by another official or there is written delegation of authority to another official. For successful applicants, JustGrants will send a system-generated email to the Application Submitter, Authorized Representative, and Entity Administrator with information on accessing their official award package in JustGrants. The award package will include key information (such as funding amount and period of performance) as well as award conditions that must be followed. The Authorized Representative for the entity should accept or decline the award within 45 days of the notification.

The review procedure for applications is specified in the notice of funding opportunity (NOFO) and generally includes eligibility and responsiveness, merit, programmatic, budget, and risk reviews.

The Title II Formula Grants Program provides funding to support state and local efforts to plan, establish, operate, coordinate, and evaluate policies and projects, directly or through grants and contracts with public and private agencies, for the development of more effective education, training, research, prevention, diversion, treatment, and rehabilitation, compliance with the core requirements and overall juvenile justice system improvement efforts.

Allowed Uses
Formula grants: Funds may be used to support juvenile justice and delinquency prevention efforts at the state and local level. This program, established by the Juvenile Justice and Delinquency Prevention (JJDP) Act of 1974, allocates formula grant funds to states and territories on the basis of their relative population under age 18. To be eligible for formula grant funds, a state must submit electronically a comprehensive state plan applicable to a 3-year period addressing the requirements and programs under the JJDP Act at 34 USC 11133(a). Technical assistance and training: OJJDP is authorized by the JJDP Act andunder the annual DOJ appropriations act to allocate a portion of the funding appropriated for this program for training and technical assistance efforts to support and further the purposes of the Formula Grants Program. Research: OJJDP is authorized by the annual DOJ appropriations act to allocate a portion of the funding for this program for research, evaluation, and statistics activities designed to benefit the Formula Grants Program.
Required Documentation
Generally applicant documentation includes the Standard Form 424 (SF-424 - Application for Federal Assistance), a program narrative, budget detail worksheet, and budget narrative. There also are a number of certifications that may be required, and other elements, as specified in the program announcement.
Matching Requirements
State grantees may use no more than 10 percent of their formula grant allocation for planning and administration and they must match planning and administration funds dollar for dollar.
NO match requirement for technical assistance, training, or research grants.
