FY2026 Programs under the Rural Communities Opioid Response Program (RCORP) Initiative have served more than 1,900 rural counties across 47 states and two territories since 2018. Each year, award recipients under the Rural Communities Opioid Response Program (RCORP) provide direct prevention, treatment, and recovery services to over 2 million rural individuals across the country, including medication-assisted treatment services to 112,456 rural individuals. The Rural Communities Opioid Response Program-Evaluation has conducted analyses of grantee-reported performance data.

Program Objective

The various initiatives included in this assistance listing are: Rural Communities Opioid Response Programs (RCORP) including: RCORP-Implementation reduces the morbidity and mortality from substance abuse disorder (SUD), including opioid use disorder (OUD), by strengthening and expanding prevention, treatment, and recovery support services. RCORP-Behavioral Health Care Technical Assistance provides TA for rural communities engaging in activities to combat OUD. RCORP-Neonatal Abstinence Syndrome reduces the incidence and impact of Neonatal Abstinence Syndrome (NAS) in rural communities. RCORP-Behavioral Health Care Support (RCORP-BHS) improves access to and quality of SUD and other behavioral health care services in rural communities. RCORP-Medication Assisted Treatment Access establishes new MAT access points and increases capacity for sustainable MAT service provision in rural areas. RCORP-Overdose Response supports rapid, gap-filling activities that respond to the ongoing overdose crisis. RCORP-Child and Adolescent Behavioral Health strengthens and expands access to behavioral health care services across care continuum for rural youth and adolescents at risk for, or diagnosed with, SUD and/or a co-occurring mental disorder. RCORP–Impact improves access to treatment and recovery services for SUD, including OUD. RCORP– Pathways creates innovative new youth behavioral health support and career pathway programs in rural communities. RCORP-Planning builds the capacity for sustainable rural substance use programs through network development, community-driven action planning, and provider preparation. The Rural Communities Opioid Response Program-Evaluation evaluates the impact of RCORP initiatives, . The Rural Communities Opioid Response Program- Rural Centers of Excellence on Substance Use Disorder builds the evidence base for effective and sustainable prevention, treatment, and recovery interventions in communities and disseminates this information to strengthen the substance use disorders (SUD) services.

Award Procedure

All qualified applications will be forwarded to an objective review committee. Based on the advice of the objective review committee, the HRSA program official with delegated authority is responsible for final selection and funding decisions. Notification is made in writing by a Notice of Award.

Description

The Rural Communities Opioid Response Program- Behavioral Health Care Technical Assistance (TA) provides support for rural communities engaging in activities to combat opioid use disorder (OUD). The TA efforts will enhance the organizational and infrastructural capacity of multi-sector consortiums at the community, county, state, and/or regional levels, who can then help reduce morbidity and mortality associated with opioid overdoses in high-risk rural communities. The purpose of the RCORP- Neonatal Abstinence Syndrome project is toreduce the incidence and impact of Neonatal Abstinence Syndrome (NAS) in rural communities by improving systems of care, family supports, and social determinants of health. The purpose of the RCORP-Pathways project is to support rural youth with behavioral health care challenges while bolstering the behavioral health care workforce in rural communities. The purpose of the RCORP-Overdose Response project is to address immediate needs in rural areas by improving access to, capacity for, and sustainability of prevention, treatment, and recovery services for substance use disorder. The purpose of the Medication Assisted Treatment (MAT)-Access project is to establish new MAT access points to provide both medications and supportive services to individuals with OUD and/or alcohol use disorder in rural communities, enhance the MAT workforce , build community capacity and infrastructure , and ensure sustainability of the new MAT access points . The purpose of RCORP-Impact is to improve access to treatment and recovery services for SUD , including OUD. by setting up and/or expand SUD treatment and recovery services, build an SUD workforce, and work with social services to increase the percentage of patients in long-term recovery and sustain grant activities. The purpose of RCORP-Child and Adolescent Behavioral Health is to establish and expand sustainable behavioral health care services for children and adolescents aged 5-17 years who live in rural communities, and to prevent substance misuse, by establishing new behavioral health prevention, treatment, and recovery services for children and adolescents, improving the capacity of rural health care workers, and building community partnerships to ensure that this population and their families have access to community resources and human services for behavioral health disorders. The purpose of RCORP-Behavioral Health Care Support is to improve the quality and sustainability of behavioral health care services in rural communities, including SUD by addressing barriers to improve rural residents’ access to quality, integrated SUD and other behavioral health care services, supporting rural health care providers to improve the quality and sustainability of rural behavioral health care services, and improve the capacity of the behavioral health care system. The purpose of RCORP-Planning will help organizations in rural areas build a partnership network and create a strong base for SUD and related services. It also helps build capacity to develop, implement and sustain these services. The purpose of RCORP-Evaluation is to evaluate the impact of RCORP initiatives and develop evaluation tools and resources for use in rural communities and to inform future rural health initiatives. The purpose of Rural Communities Opioid Response Program – Rural Centers of Excellence on Substance Use Disorder is to identify, implement, evaluate, and share evidence-based programs and best practices for SUD prevention, treatment, and recovery in rural communities.
