Program Objective

To carry out demonstration and pilot projects for the purpose of developing and implementing techniques and approaches, and demonstrating the effectiveness of specialized methods, related to the employment and training needs of dislocated workers, as well as incumbent workers and new entrants to the workforce.

Eligible applicants include: State and local governments, Federal agencies, private non-profit and for profit organizations, including faith-based and community-based organizations, and educational institutions. Note: Applicant eligibility may be restricted to one or more applicant classes under the particular announcement or solicitation.

Eligible beneficiaries may vary somewhat depending on the particular focus of the grant program but in general, they will always include the specific types of workers that are the eligible participants (dislocated workers, incumbent workers, and new entrants) but may also include others, such as employers in critical sectors who hire such workers.

How to Apply

Award Procedure

Procedures for each project are specified in the applicable FOA. Generally, the procedure is as follows: A technical review panel composed of peer reviewers evaluates eligible submitted applications. The panel prepares a report for the ETA Grant Officer identifying the strengths and weaknesses of the application and the cumulative rating. Once selections are made by the Grant Officer, an award notification is sent through the appropriate congressional channels for notification. If an application is rejected, a letter is sent to the applicant.
