Program description

The Department of State invites eligible applicants to advance the America First Global Health Strategy, which aims to save lives, strengthen health systems, enhance efficiency, foster self-reliance, and ensure U.S. investments benefit American safety, strength, and prosperity. This Annual Program Statement (APS) establishes a supplemental framework through which the Department of State may identify and support projects that complement, extend, and/or fill identified gaps in the implementation of these bilateral MOUs. Through specific Addenda, the Department will signal priorities and needs. This APS provides the standard application instructions for the submission of all Statements of Interest (SOIs) to these specific Addenda. GHSD will collaborate with Embassies and other Department of State Bureaus and Offices to post specific funding opportunities through Addenda to this APS that address health challenges and priorities of importance.

💡 Tips for applicants

  • Review the specific Addenda posted to the APS carefully. Each Addendum signals different priorities, geographic focuses, and eligible applicant types.
  • Align your project narrative directly to the America First Global Health Strategy pillars: saving lives, strengthening systems, efficiency, self-reliance, and U.S. benefit.
  • Engage with the relevant embassy or State Department office early. Understanding local health priorities increases alignment and competitiveness.
  • Use a Statement of Interest (SOI) format that clearly connects your organization's capacity to the identified health gaps and bilateral MOU objectives.
  • Budget realistically for global health implementation. Large award ranges mean proposals must justify scope and demonstrate cost-effectiveness at any funding level.

⚠️ Common mistakes

Proposals that don't reference the specific Addendum priorities or fail to demonstrate alignment with bilateral MOUs get rejected. Weak capacity documentation for international health implementation undermines competitiveness. Vague theory of change or unclear links between activities and the America First strategy priorities are common red flags.
