Program Objective

The Grid Deployment Office (GDO) works to catalyze the development of new and upgraded electric infrastructure across the country by maintaining and investing in critical generation facilities; developing and upgrading high-capacity electric transmission lines nationwide; and deploying transmission and distribution technologies.

Award Procedure

Funding under this Assistance Listing is awarded through a competitive process. Congress has authorized the Secretary of Energy to enter into obligations on behalf of the Federal Government in accordance with the terms of the authorizing legislation. The Secretary has delegated to the Under Secretary for Infrastructure the authority to execute all activities necessary to carry out the various programs, and the Under Secretary for Infrastructure has redelegated this authority to the Director, Grid Deployment Office.

Description

GDO acts as a partner with states, Tribes, territories, industry, communities, and other energy sector stakeholders to deploy solutions to lower energy costs and improve grid reliability and resilience. It strives to work in strong partnership with those across the U.S. to support a robust generation, transmission, and distribution system, which is the backbone of the Nation’s economic, energy, and national security infrastructure. To facilitate these partnerships, GDO has several unique funding mechanisms and authorities through the Infrastructure Investment and Jobs Act and the Energy Policy Act of 2005. These include capacity contracts and public-private partnerships through the Transmission Facilitation Program; credit payments under the Civil Nuclear Credits Program; and incentive payments under the Hydropower Incentives Program. These funding mechanisms, generally referred to as “Identified Transactions,” are not traditional financial assistance, nor do they meet the definition of a contract. Notwithstanding, all serve to stimulate the public purpose of a robust generation, transmission, and distribution system, which is the backbone of the Nation’s economic, energy, and national security infrastructure.
