Program Objective
The objective is to develop decision-relevant data and analysis on the market viability and program readiness (including availability, technological feasibility, incremental benefits, regulatory treatment, and cost-effectiveness) of potential consensus specification requirements for incentive-eligible equipment, and support deployment and in-field efficiency of qualifying equipment as part of utility ratepayer-funded energy efficiency programs. Recipient tasks include technical and market analysis to inform decisions on updating Energy Efficiency Product Performance Tiers, coordinate market transformation efforts to support the uptake and in-field performance of IRA Tax Credit-eligible residential equipment in the home retrofit market, and coordinate market transformation efforts to support the uptake and in-field performance of IRA Tax Credit-eligible residential equipment in targeted product-only programs and their controls in the “emergency” or “end of useful life" home equipment replacement market.

Description
In support of this mission, DOE is seeking technical and economic analysis to produce decision-relevant information for supporting equipment that may meet future product specifications for energy-consuming equipment that will be eligible for federal tax credits and how these future product specifications will be integrated into utility, federal, state and local government-funded energy efficiency programs. This information will also inform DOE decisions about design of research, development and deployment programs for energy efficient and grid-responsive equipment types that consume energy to operate U.S. buildings. Deploying more energy-efficient equipment is key to meeting U.S. Government and DOE goals for emissions reduction, energy security, and energy affordability for the American public.
Use of Funds
Allowed Uses
Assistance will be provided as cooperative agreements to state, local, and/or tribal associations and organizations (non-profits) to inform policy analysis, enhance intergovernmental coordination on key policy issues, and facilitate technical assistance to states, local governments, and/or tribal governments on energy planning.
