FY2024 FY 2024 IPR funds have enabled AMTRAK to fund over 25 specialized teams (Explosive Detection Canine Teams, Mobile Screening Teams, and Anti-terrorism Teams) with over 100 specialized security personnel to enhance the protection of soft targets and crowded places

Program Objective

The objective of the IPR Program is to provide funds to the National Railroad Passenger Corporation (Amtrak) to protect critical transportation infrastructure and the travelling public from acts of terrorism, as well as to increase the resilience of the transportation infrastructure itself.

Performance metrics for this program are:
1. Percentage of funding allocated by the recipient to core capabilities to build or sustain the national priorities of enhancing cybersecurity,
2. Enhancing the protection of soft targets/crowded places, planning, training and awareness, equipment and capital projects, and exercises.

The National Passenger Railroad Corporation (Amtrak) is the only entity eligible to apply for funding under the IPR Program. For more information, refer to the IPR Program Notice of Funding Opportunity (NOFO).

National Incident Management System (NIMS) Implementation: In accordance with Homeland Security Presidential Directive (HSPD)-5, Management of Domestic Incidents, the adoption of NIMS is a requirement to receive Federal preparedness assistance, through grants, contracts, and other activities. Prior to allocation of any Federal preparedness awards, grantee must ensure compliance and/or alignment with the NIMS implementation plan. Description

The IPR Program provides funds to Amtrak for the protection of critical transportation infrastructure and the travelling public from acts of terrorism and to increase the resilience of transit infrastructure.

Use of Funds

Allowed Uses

IPR Program grant recipients may only use awarded fund for the purpose set forth in the grant award and must use funding in a way that is consistent with the statutory authority for the award and in accordance with 2 C.F.R. Part 200.

Required Documentation

Sections 1512 (6 U.S.C. § 1162) and 1513 (6 U.S.C. § 1163) of the Implementing Recommendations of the 9/11 Commission Act of 2007 require a recipient to complete a vulnerability assessment and develop a security plan. To be eligible for the IPR Program, Amtrak must have developed, or updated, its security plan based on a security assessment. The assessment must have been conducted within the last three years prior to receiving an award. A copy of the security plan and security assessment must be provided to DHS/FEMA upon request.
