Can you apply?
This grant is for local governments, nonprofits, and community organizations seeking technical assistance and capacity building for transportation and community revitalization projects. Applicants must be able to demonstrate serving disadvantaged populations and communities. Projects must advance mobility, reduce transportation pollution, expand affordable housing and transportation, improve health outcomes, and enhance community connections.
Eligible activities include planning, technical assistance, workforce development, local hiring practices, and inclusive community engagement. Geographic scope is national, supporting projects that benefit underserved communities. The program funds capacity building to accelerate project development and improve access to federal funding.
Program description
The Thriving Communities Program (TCP)—established by the Consolidated Appropriations Act of 2022 (PL-117-103 Division L, Title I)—is designed to provide technical assistance, planning, and capacity building support to advance a pipeline of transportation and community revitalization activities that increase mobility, reduce pollution from transportation sources, expand affordable transportation and housing options, improve health outcomes, facilitate efficient land use, preserve or expand jobs, and enhance connections to health care, education, and food security to benefit disadvantaged populations and communities. The Thriving Communities Program will support and build local capacity to improve project acceleration, access to and management of Federal funding, and deployment of local hiring, workforce development and inclusive community engagement practices.
