Program description

Track 1 of the SB 1 Sea Level Rise Adaptation Grant Program supports sea level rise (SLR) adaptation planning for jurisdictions at all stages of the planning process. Funding may support activities that contribute to or culminate in development of an SLR Adaptation Plan. To reflect the different planning frameworks across California’s coast and San Francisco Bay, eligible projects are organized into three categories: Outer Coast Projects: Outer Coast projects generally follow a phased planning process that precedes and supports a Local Coastal Program (LCP) update, where applicable. Eligible project types include: Vulnerability Assessments Community Visioning and Engagement Planning Data/Information Gathering Outer Coast SLR Adaptation Plans San Francisco Bay Area Projects: Bay Area projects align with the San Francisco Bay Conservation and Development Commission (BCDC)’s Regional Shoreline Adaptation Plan (RSAP) and support development of Subregional Shoreline Adaptation Plans (SSAPs). The SSAP is the core project type for Bay Area jurisdictions. Eligible SSAP components include: Element A: Planning Process Element B: Existing Conditions Element C: Vulnerability Assessment Element D: Adaptation Strategies and Pathways Element E: Land Use and Policy Plan Element F: Implementation Plan and Funding Strategy Element G: Project List Sector-Specific Adaptation Plans: Sector-Specific SLR Adaptation Plans provide a focused approach to addressing vulnerabilities within a particular sector or system and may be developed along the outer coast or in San Francisco Bay. These plans complement and build on broader jurisdiction-wide adaptation planning efforts. Eligible project type: Sector-Specific SLR Adaptation Plan All proposals must satisfy the applicable SLR Adaptation Criteria and requirements of the Track 1 Solicitation and should build on, rather than duplicate, previously completed work. Proposals that result in an Adaptation Plan, either through multiple planning activities or through a planning project alone, are encouraged. Track 1 proposals are accepted through a rolling, non-competitive process, subject to available funding. Applicants proposing a Sector-Specific SLR Adaptation Plan must submit a Letter of Intent before submitting a full proposal. A complementary SB 1 Technical Assistance Program provides application assistance to eligible applicants facing significant and imminent SLR threats along the California coast and San Francisco Bay shoreline.
