Can you apply?
This grant is for law enforcement agencies and organizations working on child exploitation investigations. Eligible applicants typically include state and local police departments, sheriff's offices, and specialized task forces with investigative capacity. The Internet Crimes Against Children (ICAC) Task Force program participants are primary candidates. Work must relate to maintaining or enhancing the ICACCOPS investigative platform for child sexual abuse material (CSAM) investigations.
Organizations must have appropriate law enforcement authority and cybersecurity infrastructure to support investigative operations. This is a cooperative agreement, not a traditional grant, meaning recipients work collaboratively with OJJDP. Geographic scope is national, though applicants must serve identifiable jurisdictions.

Program description
This is a notice of funding opportunity (NOFO) for the OJJDP FY 2026 Internet Crimes Against Children On-Line Child Protection System (ICACCOPS). This opportunity supports maintenance of and enhancements to the Internet Crimes Against Children On-line Child Protection System (ICACCOPS) investigative tools. ICACCOPS is a system that provides a common information technology infrastructure for child exploitation and child sexual abuse material (CSAM) investigative tools and services. ICACCOPS supports investigative applications and data by providing data services, system services, network services, security and authentication services, and management tools to support users and the delivery of investigative data and services. Ultimately, this work supports the work of the Internet Crimes Against Children (ICAC) Task Force program, a national network of 61 multi-agency, multijurisdictional task forces engaged in investigations, forensic examinations, and prosecutions related to technology-facilitated child sexual exploitation.

What is ICACCOPS and why does it matter?
ICACCOPS is the IT infrastructure supporting multi-agency investigations of child sexual abuse material (CSAM) and technology-facilitated child exploitation. Funding maintains and improves this system.
What activities are supported?
Maintenance, enhancement, and operation of investigative tools and services within the ICACCOPS platform. This includes technical infrastructure, data services, and system management.
What is a cooperative agreement versus a grant?
A cooperative agreement means you work jointly with OJJDP. Expect closer collaboration and shared decision-making during the project.
Is there a deadline extension possibility?

💡 Tips for applicants
- Demonstrate your agency's current investigative capacity and ICAC Task Force involvement or partnership.
- Clearly explain the technical infrastructure you'll use to implement ICACCOPS enhancements.
- Include letters of support from partner law enforcement agencies benefiting from your work.
- Budget for dedicated staff with cybersecurity and investigative system expertise.
- Show measurable outcomes like improved investigation turnaround or expanded jurisdictional access.
⚠️ Common mistakes
Applications fail when agencies lack demonstrated investigative capacity or ICAC Task Force connection. Vague technical plans without specific system improvements weaken competitiveness. Insufficient detail on personnel qualifications for cybersecurity and child exploitation investigations causes rejection.
