This grant is for DHCS-licensed residential substance use disorder (SUD) facilities in California seeking to start or expand medication-assisted treatment (MAT) services. Two tracks exist: Track One is for facilities without MAT prescribers onsite, and Track Two is for facilities already offering MAT that want to expand services. Both tracks require IMS certification or a commitment to obtain it within six months.
Facilities may apply based on bed count: 16 beds and under ($250,000 max), 17-50 beds ($350,000 max), or 51+ beds ($550,000 max). Funding supports recruitment, training, equipment, staffing capacity, and learning collaborations to build sustainable MAT services.
Track One applicants without current IMS certification must work with the Center of Excellence on their DHCS application. All applicants are encouraged to seek technical assistance from the Center of Excellence.

Program description
Eligible Applicants: Local public agencies, 501(c)(3) nonprofit organizations qualified to do business in California, Public Utilities, Federally and non-federally recognized Native American tribes on the Native American Heritage Commission’s list, and Mutual water companies. Eligible Uses: Eligible projects include recycled water treatment; recycled water storage, distribution, and pumping; groundwater recharge; indirect potable reuse; surface water augmentation; and large scale recycled water projects. Ineligible Uses: Operation and maintenance costs. Eligible Costs: Construction Grant Funding – Construction costs only Construction Grant Funding – Large Scale Recycled Water Projects – Planning, Design, and Construction. Eligible Communities: All community types are eligible for funding. This includes small and large communities, non-disadvantaged, disadvantaged, and severely disadvantaged communities. What happens if my facility doesn't have IMS certification yet?
You must work with the Center of Excellence to develop a DHCS IMS certification application. Facilities with existing certification are encouraged but not required to seek additional technical assistance.
