Program description
The State of North Dakota recognizes that Veterans Service Organizations (VSO) are a vital piece in honoring veterans from their local communities. ND Century Code 37-18-16 created by HB-1182 (2023 Legislative Session) authorizes a Stipend Reimbursement of $50.00 (for 1 VSO per funeral) to Congressionally – chartered VSO for assisting with Veteran Military Funeral Honors beginning 1 July 2023. A “Funeral Service” for this stipend includes: Folding of the flag, Presentation of the flag, Presentation of the state coin, Playing of taps (live ceremonial bugle or a high-quality recording), and; Three volley salute. This legislation allows eligible organizations to request the stipend regardless of the veteran’s service branch. Stipends can only be paid for funeral honor services which do not receive a stipend from other programs or sources such as Federal AP3 , Funeral Directors, or others. An IRS Form W-9 or SFN 53656 Substitute IRS Form W-9 is required! An SFN 51620 ACH Authorization Form is required if you stipends are to be direct deposited! See below to download these forms.

💡 Tips for applicants
- Ensure your VSO is Congressionally-chartered before applying. Non-chartered organizations are ineligible.
- Document all funeral honor services completely. Missing components (flag folding, taps, salute) make the service ineligible.
- Verify the veteran received no other funeral honor stipend before submitting. Duplicate payments are rejected.
- Submit IRS Form W-9 and ACH Authorization Form upfront to avoid processing delays.
- Keep detailed records of dates, veteran names, and service details for each funeral honor provided.
⚠️ Common mistakes
Submitting claims for funerals already receiving stipends from Federal AP3 or funeral directors. Applying with a non-Congressionally-chartered organization. Incomplete funeral honor services (missing flag presentation, taps, or salute).
