Program description
This Notice of Funding Opportunity requests pre-proposals, and then later full applications, for the implementation of State and Interstate Aquatic Nuisance Species Management Plans (SIANSMP) that have been approved by the Aquatic Nuisance Species Task Force (ANSTF) as per Section 4724 (b)(3)(a) of the Nonindigenous Aquatic Nuisance Prevention and Control Act of 1990 as amended (16 U.S.C. 4701-4741). 💡 Tips for applicants
- Submit a strong pre-proposal. It determines whether you advance to the full application stage, so clarity and alignment with your approved plan are critical.
- Document your 25% cost-share commitment upfront. Identify specific matching funds or in-kind contributions from your agency or partners.
- Keep administrative costs to 5% maximum. Focus your budget on direct implementation activities that support your ANS Management Plan goals.
- Align your work with the nationally coordinated invasive species program objectives. Show how your activities fit the broader strategic goals.
- Contact your Regional AIS Coordinator early with questions. They can clarify eligibility and help you understand agency priorities.
⚠️ Common mistakes
Pre-proposals lack specifics about how activities address your approved plan or show unclear connection to national invasive species strategy. Budgets include administrative costs exceeding the 5% cap or fail to document required 25% cost-share. Applications from ineligible entities lacking official ANS Management Plan approval waste effort and get rejected immediately.
